The Chhattisgarh Cabinet on Wednesday approved a series of far-reaching policy decisions covering excise reforms, higher education, startup promotion, and public healthcare, underscoring the state government’s push towards fiscal stability, quality education, and technology-driven growth.
The meeting, chaired by Chief Minister Vishnu Deo Sai at his residence in Civil Lines, cleared the Excise Policy for the financial year 2026–27, authorising the excise department to carry out all consequential actions. Officials said the policy aims to ensure regulatory continuity while safeguarding state revenue interests, with detailed provisions to be notified separately.

A major highlight of the meeting was the Cabinet’s approval for establishing a national-level management institute in Nava Raipur Atal Nagar. The government sanctioned the allotment of nearly 40 acres of land in Sector-18 to Shri Vile Parle Kelavani Mandal (SVKM) on a one-time 90-year lease for setting up the Narsee Monjee Institute of Management Studies (NMIMS). Founded in 1934, SVKM operates over 30 educational institutions across India and was ranked 52nd in the 2025 NIRF university rankings. The project is expected to significantly strengthen access to modern, high-quality education in the state.
The Cabinet also approved signing a Memorandum of Understanding with Software Technology Parks of India (STPI) for setting up four new entrepreneurship centres in Nava Raipur. The initiative is aimed at accelerating the state’s IT, ITES, and startup ecosystem, particularly in emerging sectors such as artificial intelligence, med-tech (including herbal medicine and forest-produce–based applications), smart cities, and smart agriculture.
Officials said that, in collaboration with the state’s Electronics and Information Technology Department, STPI will support 133 startups over the next three to five years. An Electronics System Design and Development (ESDD) Centre will also be established to assist 30–40 hardware startups and MSMEs annually, providing end-to-end support from prototyping to product development.
In the healthcare sector, the Cabinet approved measures to strengthen diagnostic and laboratory services across all government health institutions, including district hospitals, community health centres, and primary health centres. The focus will be on improving laboratory operations, augmenting resources, and increasing the number of tests in line with prescribed quality standards.
Officials said the decisions reflect a coordinated policy approach aimed at balancing economic growth with improvements in education, entrepreneurship, and healthcare delivery, while positioning Nava Raipur as a key hub for institutional and technology-led development in the state.
